City Council Actions from August 20, 2019

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved. 

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2018-2019 and FY 2019-2020.  (Pg 7) Approved. 

c.         Authorize the City Manager to Execute Cooperative Purchasing Agreements for the Acquisition of Five Replacement Vehicles for Police Services.  (Pg 103) The Council authorized the City Manager to execute cooperative purchasing agreements with National Auto Fleet Group and Escondido BMW for the purchase of four replacement Police Interceptor Utility pursuit vehicles and one motorcycle for Police Services for a total anticipated cost of $476,726. 

d.         Authorize the City Manager to Award a Full-Service Contract to Knorr Systems, Inc. in the Amount of $243,874 for Maintenance of the Aquatic Center Pool Equipment, to Include Replacement of the Competition Pool Heaters.  (Pg 105) The Council authorized the City Manager to award a contract to Knorr Systems, Inc. in the amount of $243,874 for a full-service annual maintenance contract for the Aquatic Center and the competition pool heater replacement project. 

e.         Adopt a Resolution to Establish Contractor Prequalification Procedures for the Parker Pump Station Rehabilitation Project. (Pg 107) The Council adopted the resolution to establish prequalification procedures for the Parker Pump Station Rehabilitation project including the form of a prequalification questionnaire; a uniform system of rating bidders; an appeal procedure and impaneling the director of Public Services and Engineering and city engineer to the appeals panel; and such other documents as necessary to comply with state law.

f.          Authorize the City Manager to Issue a Request for Qualifications (RFQ) for As-Needed Professional Geotechnical Engineering Services.  (Pg 149) The Council authorized the City Manager to direct the Public Services and Engineering Department to initiate a Request for Qualifications process for the selection of one or more consulting firms for on-call professional geotechnical engineering services.

g.         Appropriate $340,000 from the Community Development Fund for the Coronado Recycled Water/Maintenance Facility Design-Build Project and Authorize the City Manager to Execute a Contract Modification with Brezack and Associates in an Amount of $350,907.  (Pg 151) The Council appropriated an additional $340,000 from the Community Development Fund for the Coronado Recycled Water/Maintenance Facility design-build project and authorized the City Manager to execute a contract modification with Brezack and Associates in an amount of $350,907.

h.         Approve a Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of 2019 Regional Realignment Response Group Grant in the Amount of $12,000 Provided by the Community Corrections Partnership (CCP) through the County of San Diego Sheriff’s Department.  (Pg 161) The Council approved a resolution approving the receipt and appropriation of $12,000 to be provided by the 2019 Regional Realignment Response Group through the County of San Diego Sheriff’s Department.

**i.      Authorize the City Manager to Approve a Change Order for Additional Body Worn Cameras, Licenses, Docking Stations, and Video Storage in an Amount Not to Exceed $30,000.  (Pg 165) The Council authorized the City Manager to execute Change Order #2 for $26,000 for the cost of nine additional body-worn cameras, seven additional licenses, two docking stations, and unlimited video storage. 

j.          Approve the Recommendation of the Cultural Arts Commission to Install Lamb’s Players Theatre Banners on the Orange Avenue Corridor Street Light Poles September 15 Through November 29, 2019, In Celebration of the 25th Anniversary of the Organization in Coronado.  (Pg 167) The Council approved the recommended designs and installation schedule for banners on the Orange Avenue median from First Street through Avenida De Las Arenas from September 15 through November 29, 2019.

**k.     Approve the City Co-Hosting a Free 50th Anniversary Family-Friendly Community Celebration of the Establishment of the Coronado Cays to be Held in Coronado Cays Park on September 28, 2019; Approve the Closure of the Grand Caribe Causeway Cul-de-Sac; Approve a Waiver of the Alcohol Prohibition for a Beer and Wine Garden in the Cays Park; and Approve a $20,000 Budget. (Pg 175) The Council approved co-hosting a free family-friendly 50th Anniversary Celebration at Coronado Cays Park on Saturday, September 28, 2019, from 2 to 10 p.m.; 2) Waived the alcohol prohibition for a beer and garden; 3) Approved the closure of the Grande Caribe Causeway cul-de-sac; 4) Approved a $20,000 budget for the event; and 5) agreed to expand the beer and wine garden to include the sale of spirits.

l.          Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado, California, Repealing Chapter 2.74 of Title 2 of the Coronado Municipal Code that Established the Coronado Transportation Commission.”  (Pg 177) The Council adopted an ordinance repealing Chapter 2.74 of Title 2 of the Coronado Municipal Code that established the Coronado Transportation Commission and directed the City Clerk to read the title of the proposed ordinance.

**m.    Adopt a Resolution Authorizing the City Manager to Execute Certificates of Acceptance for Deeds or Grants Conveying Easements to the City Pursuant to Government Code Section 27281. (Pg 181) The Council adopted a resolution authorizing the City Manager to execute certificates of acceptance for deeds or grants conveying easements to the City pursuant to Government Code Section 27281. 

**n.     Approve the Temporary Extension of the Term of Bill Gise, At-Large Member of the Design Review Commission. (Pg 185) The Council approved the extension but included a provision that the extension not to exceed one year from August 20, 2019.

 

 8.        PUBLIC HEARINGS: 

a.         Public Hearing: Consideration of a Request for a Historic Alteration Permit for a Remodel and Addition, Including a Request for an Exception to Zoning Standards, at 654 J Avenue (HAP 2019-13).  (Pg 187) The Council adopted a resolution approving a request for a Historic Alteration Permit for a remodel and addition, including a request for an exception to zoning standards, at 654 J Avenue in the R-1A(E) Zone approving the project as submitted by the applicant.

b.         Public Hearing: Consideration of a Request for a Historic Alteration Permit for a Remodel and Addition, Including a Request for an Exception to Zoning Standards, at 1027 G Avenue (HAP 2019-15).  (Pg 229) The Council adopted a resolution approving a request for a Historic Alteration Permit for a remodel and addition, including a request for an exception to zoning standards, at 1027 G Avenue in the R-1A Zone.

 

10.       CITY COUNCIL:

b.         Consideration of Appointment of One New Member to the Library Board of Trustees.  (Pg 289) The Council appointed William H. Wilson to serve a full three-year term that will expire August 31, 2022.

c.         Adoption of a Resolution of the City Council of the City of Coronado Amending Its Personnel Authorization and Compensation Plan for FY 2019-20; Providing a 2.75% Salary Increase to Self-Represented and Executive Management Employees for FY 2019-20; and Providing Benefit Adjustments of 2.4% to All Benefited Employees.  (Pg 297) The Council adopted a resolution amending its Personnel Authorization and Compensation Plan for FY 2019-20; providing a 2.75% salary increase for self-represented and executive management employees for FY 2019-20; and providing benefit adjustments of 2.4% to all benefited employees.

d.         Consider and allocate community grant funds for fiscal year 2019-20.  (Pg 303) The Council allocated community grant funds for fiscal year 2019-20 funding based on a new community grants process. The Council granted $581,150 to 14 organizations. The Council also agreed to fund the final year of a three-year grant to the Coronado Historical Association for $381,350 and embargoed $37,500 for Fourth of July and Memorial Day activities.
